State and local officials, along with representatives of the various entities involved with the Cannelton Hydroelectric facility, met Wednesday under a tent near the worksite east of Hawesville for an official groundbreaking.  Construction on the facility has already begun. Mike Ostlund, an on site sponsor with Kiewit Traylor Construction, said crews are working on the facility's cutoff wall. Ostlund compared the cutoff wall to a bathtub. He said the middle will be dug out once the wall is finished, "and that's where the hydroelectric plant is built."
